Missouri is going to be obtainable through random bundles in the Armory for Doubloons. The event commemorating the end of WW2, that Missouri will be part of, starts August 27th I have saved all my doubloons for this moment, and visited the premium store every day looking for it. I've read that Missouri is coming back, but I can't find the date of its re-release.
